About this simulation

A 90-minute, 4-round basic Express simulation for Spanish vocational training (Formacion Profesional), grado superior, module 1504 Supervision de la intervencion en riesgos producidos por fenomenos naturales of the Tecnico Superior en Coordinacion de Emergencias y Proteccion Civil (Real Decreto 906/2013).

The learner is Gisela Vidagany, a newly qualified municipal civil-protection technician of a fictional coastal town, Sotarribes, whose low neighbourhood was built on the bed of a rambla.

Four situations set the town's way of working through the autumn of 2027 and its four DANA episodes: the plan for the autumn, and how the municipal flood plan is activated (by phases on written thresholds: follow-up, alert, emergency) and how the data are watched (the AEMET warnings, the control point upstream, the rain gauge and the ford on a duty roster); the orange night, and how the ford and the underpass are cut (at the first threshold, before the peak) and how the population is warned (early and by phases, with what to do: go up, leave the car, do not cross; ES-Alert at the emergency threshold); the red episode, and how the population is protected (early evacuation by the safe route, confinement on upper floors where leaving is riskier) and how the episode is escalated (112 informed and the regional plan asked for at the threshold); and the return and the close of the autumn (the return by sectors after the inspection, the report with the cars swept at the ford and their causes).

Warning the population early costs little and saves lives. Scored on the residents protected in time, the cost of the response per resident, the false alarms and the life-risk situations; training-level decision practice on the Directriz basica de planificacion de proteccion civil ante el riesgo de inundaciones (2026), complementing the module's supervised practical work.

Four critical errors cap the round at 40: keeping the ford open, not warning the population, not reporting the episode to 112, and leaving the cars at the ford out of the report. Spanish primary, English parity.

What participants learn

After the session, participants will be able to:

  • Design a municipal flood plan activated by phases on written thresholds, stating which warning or upstream level opens each phase and what is done and by whom, before the season
  • Watch the warnings, the upstream control point, the rain gauge and the ford on a duty roster, and close the ford and the underpass at the first threshold with the detours signed
  • Decide when to warn the flood-zone streets by phases and request an ES-Alert message, and escalate to the 112 centre and the regional plan at the threshold
  • Choose between early evacuation by the safe route and confinement upstairs where leaving is riskier, for each part of the exposed population
  • Judge a safe return by sectors after inspection, record the damage and report the autumn as it happened, with the plan revised

Who it is for

An introductory simulation that assumes no prior knowledge of the subject, designed for undergraduate courses. It also works in vocational and high-school programmes and in onboarding sessions.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: lunes 13 de septiembre, 9:00: el plan del otoño.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • Cómo se activa el plan municipal
  • Cómo se vigilan los datos
  • Cómo se cortan el vado y el paso inferior
  • Cómo se avisa a la población
  • Cómo se protege a la población
  • Cómo se escala el episodio
  • Cómo vuelven los vecinos
  • Cómo se cierra el otoño
