A 90-minute, 4-round basic Express simulation for Spanish vocational training (Formacion Profesional, grado superior), module 1510 Gestion de recursos de emergencias y proteccion civil of the Tecnico Superior en Coordinacion de Emergencias y Proteccion Civil (Real Decreto 906/2013).

The learner is Candela Ribagorda, the coordination technician of a fictional county fire and rescue consortium (three parks, 168,000 inhabitants), who manages the resources of 2027: the location of parks and outposts on the isochrones of the calls, minimum crews per shift, the fleet and the PPE, training on duty time, the summer forward post, dispatch to the nearest unit with the 112 centre, a budget adjustment and the report to municipalities.

Where the parks are decides the arrival time more than the size of the fleet. Scored on incidents reached in time, cost per inhabitant, average arrival time and complaints; no intervention techniques. Two hard-fails cap the round at 40: stretching fire-fighting suits and breathing apparatus past their certified service life (Ley 31/1995 art.

17.2) and publishing the daily incident log with the names and addresses of the people rescued (Ley Organica 3/2018 art. 5.1; GDPR art. 5.1.f). Spanish primary, English parity.

An introductory simulation that assumes no prior knowledge of the subject, designed for undergraduate courses. It also works in vocational and high-school programmes and in onboarding sessions.
