About this simulation

A 90-minute, 4-round basic Express simulation for Spanish vocational training (Formacion Profesional), grado superior, module 1416 Situaciones de emergencia of the Tecnico Superior en Prevencion de riesgos profesionales (Real Decreto 958/2024).

The learner is Noelia Alcaniz, a newly qualified prevention technician hired as the self-protection technician of a fictional seven-storey office building, Edificio Lagunilla in Penaverde, with a day centre for older people on its first floor.

Four situations set the building's course in 2027: the plan inherited from 2019 under Real Decreto 393/2007, now under the Directriz Basica de autoproteccion of October 2026 (Orden INT/1068/2026), and how the risks and the evacuation capacity are evaluated and the emergency teams organised; the annual drill and how the alarm and the alert work; a real fire in an archive room on the third floor, and how the building is evacuated (by phases, protected stair, sweep, the day-centre users with their assistants to the refuge zone, the count) and the firefighters received; and the annual review of how the plan is implanted (training by role, maintenance, update) and how each drill, alarm and emergency is closed (report and corrective actions).

A plan that has not been rehearsed does not work on the day it is needed. Scored on the occupants who reach a safe place in time, the cost of the plan, the minutes to evacuate and count, and the protocol errors; training-level decision practice that complements the module's supervised practical work, the building's own plan and the instructions of the director of the plan.

Two critical safety errors cap the round at 40: an emergency exit kept locked against thefts (Real Decreto 486/1997, annex I, A, 10) and the day-centre users brought down in the ordinary lifts during the fire. Spanish primary, English parity.

What participants learn

After the session, participants will be able to:

  • Evaluate a building's real occupancy, its people with reduced mobility and its exit capacity under the hypothesis of one exit blocked, with every emergency door unlocked
  • Design the emergency organisation: a director of the emergency plan, alarm and evacuation, first-intervention and first-aid teams per floor, a substitute per shift and a helper for each user who cannot go down alone
  • Analyze a scripted drill with observers and an unannounced blocked exit to make the alarm credible, checking it within a set time and calling 112 when it is confirmed or in doubt
  • Apply phased evacuation: the fire floor and those above first, the protected stair and never the lifts, the sweep and the count, and a handover to the firefighters with the plans and the missing
  • Plan the implementation of a self-protection plan with training by role, induction of every newcomer, maintenance of the installations and every drill closed with a report and dated corrective actions

Who it is for

An introductory simulation that assumes no prior knowledge of the subject, designed for undergraduate courses. It also works in vocational and high-school programmes and in onboarding sessions.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: lunes 8 de febrero, 9:00: el plan heredado.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • Cómo se evalúan los riesgos y la capacidad de evacuación
  • Cómo se organizan los equipos de emergencia
  • Cómo se hace el simulacro
  • Cómo funcionan la alarma y el aviso
  • Cómo se evacua el edificio
  • Cómo se recibe a los bomberos
  • Cómo se implanta y se mantiene el plan
  • Cómo se cierra cada simulacro y emergencia
