A 90-minute, 4-round advanced Express simulation on selling to the Brazilian State under Lei 14.133/2021 from the supplier's chair: bid/no-bid on real capacity (lots, capability certificates, working capital and consortia), pricing an electronic reverse auction (pregao eletronico) on the cost spreadsheet built on the collective agreement, the repactuacao of labour costs and the preclusion trap, labour liabilities in services with dedicated labour, the State's late payments, contract amendments and the 25% limit, and integrity against cover bids and fractioned direct purchases, for business, public-administration, law and accounting programmes and for owners and managers of public-sector suppliers.

Vereda Servicos Integrados (a fictional cleaning, reception and building-maintenance company in Taguatinga, Federal District, with nine public contracts): as its new bids-and-contracts director you take the fiscal year from October 2026 to September 2027.

Round by round you choose which lots of a federal university's auction to bid and at what price, how to answer the 2027 wage agreement and carry the labour liability, what to do when a federal client stops paying and another asks for 40% more posts, and how to answer a competitor's invitation to share out the next tender and plan the next twelve months.

Each round is scored on the year projected with what is known that Monday: the projected margin, the contingency exposure, the cash at the trough, the contracted backlog and a confidence index of the clients, the bank and insurer and the workforce; a cover bid or fractioned direct purchases cap the score.
