Players run a 1.4 km streetscape contract in Bucaramanga where 28 of 142 trees are flagged by the CDMB, three NTC 4595 / 6047 accessibility defects are blocking pours, and a 5% contingency must absorb a 7.8% overrun — all in front of a citizens watchdog. Across four rounds teams diagnose the design, redesign the andén, negotiate in parallel with the city, the CDMB and the interventoría, and present a public commitment to the Veeduría Ciudadana.
