About this simulation

A heritage port city has 90 days to write its short-term-rental rules, and every stakeholder in the room has a different count of the same market. You hold the City Planning Office seat.

Round 1 chooses the number you will defend and what the rule regulates; Round 2 sets six levers — residence requirement, cap, permit fee, platform obligation, grandfathering, enforcement staffing — and the model runs them forward; Round 3 finds five Council votes among nine while an event lands at minute 12; Round 4 lives with the ordinance 24 months out, including a distributional panel nobody said was being computed.

Teaches measurement as politics, the enforcement-capacity constraint, coalition-building in a body that votes, and second-order policy effects in peer-to-peer accommodation.

Who it is for

An advanced simulation for participants used to working with the main frameworks and trade-offs of the subject, designed for executive education and experienced professionals.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: Measure (20 min).
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • The number you put in front of Council
  • What the ordinance regulates
  • The weakness you concede if pressed
  • Commission a reconciliation of all five datasets?
  • Primary-residence requirement
  • Cap
  • Annual permit fee
  • Platform obligation
  • Grandfathering
  • Enforcement officers ($96,000 each, fully loaded)
