About this simulation

A 90-minute, 4-round basic Express simulation for Spanish vocational training (Formacion Profesional), grado superior, module 1502 Evaluacion de riesgos y medidas preventivas of the Tecnico Superior en Coordinacion de Emergencias y Proteccion Civil (Real Decreto 906/2013).

The learner is Iria Carballude, a newly qualified civil-protection technician hired by the council of a fictional town, Arcollano, to update the risk analysis of its municipal emergency plan after a flood.

Four situations set the service's way of working in 2027: the hazards of the town, and how they are identified (a systematic inventory of natural, technological and anthropic hazards, each with its source) and how each risk is estimated (probability by consequence on a justified matrix, never by recency or the press); a care home by the river and a store of hazardous substances near a school, and how the vulnerable elements and the technological risk enter the matrix (Norma Basica de Proteccion Civil, Real Decreto 524/2023, article 7.1 b); the measures and the map, and how the measures are prioritised (by risk and cost-benefit, with an owner, a date and an indicator) and how the population is warned and informed (thresholds, channels, the risk map published, Ley 17/2015 article 6); and a DANA storm and a drill, and how the matrix is reviewed and the year closed (the annual report with the residual risk).

Prioritising by risk, not by the last event, protects better. Scored on the expected losses covered in time, the cost of the service's measures, the mismatch with the expert matrix and the failures of the analysis; training-level decision practice that complements the module's supervised practical work.

Four critical errors cap the round at 40: the care home taken off the flood map, the hazardous store left out of the matrix, the risk map kept unpublished, and the worst cells lowered in the report. Spanish primary, English parity.

What participants learn

After the session, participants will be able to:

  • Analyze a territory's historical record, cartography and activities to inventory every natural, technological and anthropic hazard with its source, not only the one the town remembers
  • Assess each risk as probability by consequence on a justified matrix, with probability from the frequency in the series and consequence from exposure and vulnerability, never placed by recency or the press
  • Map the vulnerable elements and critical infrastructure on each risk layer, and bring the hazardous establishments' consequence zones from their own plans into the matrix
  • Design a programme of measures ranked by the risk cells they reduce and by cost-benefit, each with an owner, a date and an indicator, with alert thresholds and channels that reach everyone
  • Review the risk analysis against the event and the drill, change the cells that need it with their reason, and report each year the residual risk

Who it is for

An introductory simulation that assumes no prior knowledge of the subject, designed for undergraduate courses. It also works in vocational and high-school programmes and in onboarding sessions.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: jueves 14 de enero, 9:00: los peligros de Arcollano.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • Cómo se identifican los peligros
  • Cómo se estima cada riesgo
  • Qué se hace con los elementos vulnerables
  • Qué se hace con el riesgo tecnológico
  • Cómo se priorizan las medidas
  • Cómo se avisa e informa a la población
  • Cómo se revisa la matriz tras la DANA
  • Cómo se cierra el año
