Designing the Programme — Win the NorthGrid Mandate at Pennine Executive Learning
A four-round, advanced executive-education simulation set inside Pennine Executive Learning, the open-and-custom exec-ed unit of a research-intensive UK business school in Manchester (£14.2m turnover, 32% blended margin, 70% of custom revenue from six anchor clients). On 8 June 2026 a £1.8m anchor-client RFP lands with a four-week clock: NorthGrid Utilities, a £6bn regulated energy group and Pennine's second-largest custom client, wants 120 senior leaders 'ready to run a decarbonised, digitised business within 12 months', cohort 1 live in 10 weeks, against two rival bidders. The brief is ambitious, vague and contested — the CHRO sponsor wants behaviour change, the divisional MDs want technical reskilling, HR wants a reusable asset — and the obvious faculty-heavy bespoke design costs £2.6m against a £1.8m budget (£15k per head), an £0.8m gap the team must close through format and delivery choices, not by cutting the outcome. Playing the design team, you (1) diagnose the true learning need and the decision-economic buyer, converting a vague aspiration into measurable, outcome-linked objectives and segmenting the 120 leaders; (2) choose open vs custom vs hybrid architecture, trading client-needs fit against cost and time-to-launch under the fixed envelope; (3) configure the blended delivery-mode mix and allocate the 3 of 5 available senior strategy faculty to the highest-leverage moments only — without cannibalising £0.6m of open revenue — while confirming ≥30% margin, a 10-week launch and Kirkpatrick L3/L4 impact measurement; and (4) pitch to the CHRO and procurement, defending scope and price against more-days and discount demands and offering a phased cohort-1 proof as the win-protecting move. The math rewards client-first, constraint-aware solution architecture and punishes the five classic errors — designing before diagnosing, bespoke-by-default, cheap-by-default, faculty over-allocation, and giving away margin — measured on Client Fit, Contribution Margin %, Launch Readiness and Win Probability.
