About this simulation

Accidente con mercancias peligrosas (Hazmat Incident).

Spanish vocational training (FP), grado medio and grado superior: module 1531 Intervencion operativa en sucesos de origen natural, tecnologico y antropico of the Tecnico en Emergencias y Proteccion Civil (Real Decreto 907/2013, de 22 de noviembre) and module 1505 Supervision de la intervencion en riesgos tecnologicos y antropicos of the Tecnico Superior en Coordinacion de Emergencias y Proteccion Civil (Real Decreto 906/2013, de 22 de noviembre).

Itsaso Lasquibar, 29, corporal and crew leader of the fictional Altabrera Provincial Fire Consortium, is first on scene at a chlorine leak from a delivery lorry at the entrance to the fictional El Ruejo industrial estate.

Four rounds, each an action and an identification, population, leak or report choice: how the crew approaches and how the substance is identified; the zones and the protective measure for the people downwind; a wind shift towards a care home and the control of the leak; how the measures are lifted and the report.

Scored on a protection-of-the-population index, minutes of delay in the protective measures, avoidable damage after what a good choice avoids, and a coordination index.

Three hard-fails cap the round at 40: sending firefighters into the intervention zone without the right protection for the substance, leaving the zones as they were when the wind turns the cloud towards other people, and lifting the measures without measuring. The lesson: sheltering in time protects more than evacuating late.

Training level only; stylised values, no real isolation distances, concentrations, quantities or response procedures; decision practice that complements supervised practical training. Spanish player-facing strings with English parity.

What participants learn

After the session, participants will be able to:

  • Approach a hazardous-goods incident from upwind, stop at a distance and identify the substance from the orange plate and the consignment note rather than smell, colour or the driver's word
  • Decide the intervention and alert zones by the wind with a single access, keep anyone without the right protection out, and shelter the people under the cloud while moving away only those outside it
  • Redraw the zones, move the command post and extend sheltering when the wind veers, leaving control of the container to the protected chemical team advised by the carrier
  • Judge when to end the emergency on measurements, lifting the measures by sectors and with notice, with decontamination done and the container handed over
  • Argue with figures from the play why the most decisive-looking and most cautious-looking options are rarely the best, and write the report that reaches the plan and the next crew

Prerequisites

  • Knows breathing apparatus, the orange hazard plate and the basic idea of a cordon

Who it is for

An intermediate simulation for participants who already know the core concepts of the subject, designed for master's and MBA programmes.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: Martes 9 de marzo, 16:52: la llegada y la identificación.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • Cómo te acercas
  • Cómo identificas la materia
  • Cómo delimitas la zona
  • Qué medida das a la población
  • Qué haces con el cambio de viento
  • Cómo se controla la fuga
  • Cómo se levantan las medidas
  • Qué informe haces
