About this simulation

A 90-minute, 4-round Express simulation on US defense acquisition and public program management, for graduate public administration, public policy and defense-management courses, executive education for the defense industrial base and professional development for federal acquisition staff.

Program KITTIWAKE (a fictional Department of the Navy program for 30 medium uncrewed surface vessels): as the government program manager you choose the acquisition pathway (Major Capability Acquisition, Middle Tier of Acquisition or an Other Transaction prototype agreement) and the development contract type, answer an overrun in the autonomy software, decide how competition and technical data rights will be kept for production, take the production decision and write the production contract, and meet a continuing resolution before reporting cost growth to Congress.

Scored on unit-cost growth against the baseline, months against the fleet need date, the capability expected at initial operational capability, competition and the confidence of the oversight chain.

Who it is for

An intermediate simulation for participants who already know the core concepts of the subject, designed for master's and MBA programmes.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results. The first round opens with: Monday 11 January 2027: the pathway and the contract type.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.
