About this simulation

The manager of a new departmental policy against school dropout in a fictional Colombian department takes Decree 0112 of 2027 from the governor's signature to 140 rural schools (about 36,400 pupils, 7.8% intra-annual dropout, about 2,840 pupils a year) over the 2027 and 2028 school years, through elections in October 2027 and a change of government in January 2028.

Decision 1: who owns each link of the implementation chain (the decree alone, a central team, or named owners per municipality and school); how the route starts (all 140 schools on the governor's date, a showcase pilot, or a representative pilot with a comparison group); how it reaches principals and teachers (a circular, cascade training, or co-design).

Decision 2: how to scale (everywhere in June, in waves, or wait a year); what to do when alerts reveal causes outside education (more visits, nothing, or referral to the owner of each cause); how to spend the 2027 budget.

Decision 3: which figure to report (activities, outcome against a comparison, or a false zero-dropout headline); data quality (a target on alerts, trust, or monthly verification); what goes back to schools (a ranking, nothing, or a feedback loop). Decision 4: institutionalise, leave or brand the route; fund 2028 (no line, a justified line, or future-year appropriations in the last year of government); the handover.

The model is deterministic and month by month: detection, response to the cause and support quality multiply into the share of pupils at risk reached in time, which prevents dropout; teacher commitment, gaming of the data, evidence and continuity under the new government are tracked.

The score combines the quality of each decision with dropouts prevented, pupils reached, teacher commitment and evidence, and is capped when a decision breaks the law (a false public figure, future-year appropriations in the last year). Spanish (primary, Colombia) and English.

Who it is for

An intermediate simulation for participants who already know the core concepts of the subject, designed for master's and MBA programmes.

How a session runs

  1. The instructor creates a session from the Eureka dashboard and invites the participants.
  2. Participants play 4 rounds. In each one they submit their decisions and the simulation calculates the results.
  3. The simulation can be run in English, Español.
  4. The instructor follows each participant's progress and results from the dashboard, and uses the class results for the debrief.

Decisions participants make

The decisions participants make during the simulation:

  • Quién responde en cada eslabón
  • Cómo arranca la ruta
  • Rectores y docentes
  • La escala
  • Lo que mostraron las alertas
  • Los 2.400 millones de 2027
  • La cifra del informe
  • La calidad del dato
  • Qué les llega a los colegios
  • Dónde queda la ruta

What participants track

What participants follow on screen as the rounds go by:

  • Decisión 1 · La cadena
  • Decisión 2 · Del arranque a la escala
  • Decisión 3 · Medir lo que importa
  • Decisión 4 · Que sobreviva al gobierno
